Yes, if you have a Windows 32bit Operating System your system only use 3.2GB of your 4GB. But you can always upgrade to 64bit.

If you have bought 3GB you need at least 3 slots (1 x 2GB + 2x 512MB) if you have 4GB you only use 2 slots (2 x 2GB). If you want to upgrade from 3 to 4GB you will
have to buy more then 1GB...

I was almost certain that it was 3.8gb that it used, I am SURE I read that on HP.. meh, I'll look it up again later

Seems it's between 3.2 and 3.8, it's 3.5GB that is supported

One that will enable you to enjoy the full extent of 4 GB of memory. Still, you should be aware of the fact that in the vicinity of 4 GB of memory, 32-bit Windows Vista will not manage RAM efficiently. "

Windows Vista 64bit support 128GB of ram, so this will take some years/decades when this is in a mid-range system.

8gb would be enough for me lol.
