My mom got one years ago, and while she had it plugged in a storm came by. A power surge ended up frying multiple components. Upon calling customer support, her call was sent to India after waiting for quite a while. After reaching the rep she asked how she could get the laptop repaired or replace. The rep kept telling her that they would send her a new windows xp cd. For about an hour she got no where. So I don't know if its Dell or just bad luck? (usually my case )

Well, at least the didn't steal your parts and downgrade your system like HP did to me.
I think you may have been unlucky but really, anything with outsourced support, it is hard to communicate and sometimes the reps actually don't understand what the problem is when they are truly trying to help.
I would have asked to speak to a supervisor and if they said they are the supervisor then ask can I speak to somebody who is one level up from you. If they say there are no supervisors, tell them that that is a help and safety concern and is highly illegal, I'd also send an email directly to dell telling them your problem.
I wish I had found out about the stolen hardware a few years ago, I only found out a few weeks ago and I would have contacted HP straight away, even if I were 10 at the time lol.
